Possibly the case. But, either vouchers can be used at the lounge or they can't. Have to plan around the busiest time period not the least busy.

EUR 17 seems rather generous for a meal. It's simply a duty of care, not an entitlement to a great meal. One is always free to pay out of pocket if one wants more than basic sustenance.
