I have friends in the San Jose area who travel overseas regularly, and while they're okay with chip + signature there, I plan on urging them to open a modest checking account with First Tech so they can have that debit card as PIN backup if needed. When I opened my bank account there a few months ago, the Seattle branch manager said he expected (eventually) to be able to send new clients home with Chip + PIN debit cards then and there, no having to mail them later.
