Indeed, I suspect the phrase "Reward Upgrade Service Fee" came off OP's receipt.

Moreover, the agent's response was not even correct concerning the distinction between a pre and post ticketing buy-up. The upgrade at purchase does not accrue PQDs; the up-fare after ticketing, and before check-in does. Some Paid Upgrades Count Towards PQD, Some Don't.

IMO the agent's response was "terrible" in every possible respect.

They typically do not. That's an upgrade fee. The post-ticketing buy-ups change fare basis, and typically do accrue PQD.
