Actually a lot business hotels are cheap in Europe during summer because of us having 6 weeks paid holiday each year. Business travels reduce drastically during summer so hotels sell them cheap.

Expensive rate could be a result of conference in the area.

I'm going to Northern Sweden soon and I was shocked when I found out summer is actually the low season :P (I don't think I'll go even if people pay me to go to a freezer).
