If you do not require a brick-and-mortar bank, you should consider some of the online banks, like Synchrony and State Farm Bank. Both rebate other banks' ATM fees, and I know that Synchrony does not impose a Forex fee for foreign ATM withdrawals. (Not sure about State Farm.) And you might not even need a checking account for your foreign ATM needs: money-market and savings accounts can have ATM access as well.

You might find that the best solution is to have a traditional checking account at a local bank for your everyday needs, and a separate online savings or money market account with an online bank for foreign ATM withdrawals.
