Isn't California dominated by BoA and Wells Fargo? Wells Fargo might be the natural choice.

However, when I say full service commercial bank, I'm assuming that you sometimes need to deal with foreign direct deposits or wires of funds, foreign checks, etc. and need more than just the ability to use a card in an ATM machine abroad.
