Why would they be in trouble? They don't own ticket stock.. Air Canada does, and collects the YQ along with some of the fake taxes (UST, PCF). Aeroplan is just an agent.
Would you go after your travel agent for charging you fake tax that they weren't pocketing, but were required by the airline to collect or no tickets would be issued?
