Yes, making a comment at check-out could get you some consideration, if any. I imagine a majority of their guests are gone during the day so the outage was only an issue for the few staying. If it was going to cause an issue, I'm sure other arrangements could be made. I doubt this all popped up that morning so notice should have gone out the night before.
