I have a heated towel rail so my towels do dry so I don't need to change them. If they were wet I'd change them. So often hotel towels are wet the next day, especially if you use one to dry your hair .
Maybe they should have a campaign to get women to cut their hair shorter. Think of all the environmental savings! Blowdryer usage (electricity), towels (water and pollution due to detergent), shampoo (all those tiny little plastic bottles that get used and then tossed)
