Do you know if you have a broken fare or not?
If your fare from MSY all the way through to BWI is an Lxxxx-wnup fare then you might be in luck as even if you are not in F for the DTW/BWI segment technically you may be entitled to it. and it could fall under the J/F SDC policy.
If it is broken fare then I would imagine you would fall under both. The MSY/DTW would only need F available but you would need L on the DTW/BWI segment for SDC.
