Yes, you can get bulkheads in advance. But there are usually a few seats held for disability/special needs assignment until T-24. Those don't seem to be releasing at T-24 now (the seats I mentioned in my OP). They are still unassigned but just cannot be selected at T-24 anymore.
Those few unassigned seats were great if you booked last minute and weren't able to get a good seat at booking.
You are right, maybe it is an IT issue.
