The agent's response was again "It's federal law. Air Canada doesn't make the rules". I replied "You and I know this is not a federal law. It's an Air Canada rule, and it was even published as such in national newspapers a few weeks ago." She cut off conversation with an "I don't care - I don't want to get fired."

Enforcing rules is OK - no one expects otherwise from a front-line agent. Telling outright lies to cover up for a lousy corporate policy, however, is inexcusable. If anyone at AC is interested (surprise me), I can provide information on the time of day and specific check-in position she was working at.
AC telling lies. That's a new one. Never had anyone from Ac here tell a lie.
