I've had a lot of opportunity to speak with AC/Jazz employees, since on day 3 two of my bags are still sitting in Calgary. You can only speak with them in person - the lost-bags number has simply been taken off the hook, since the employees don't want to deal with the people. Likewise at the airport - 45 minutes from here - they've had it with being grumped at by pax, and are more than likely to be very curt and unhelpful. When asked what one can do to get bags left behind in Calgary three days ago, the answer is "nothing."
In some jurisdictions, Jazz' behavior could be charged as fraud. There's a contract to deliver pax and accepted luggage to the destination together, unusual circumstances notwithstanding. Given that a handful of pax on each flight will arrive with bags left behind - yesterday there was a backlog of 43 bags waiting a ride from Calgary - the airline is not living up to that.
A nameless AC/Jazz employee at Kelowna summed it up - "What can you say? It's Air Canada - a sh-- airline - and I'm Canadian."
