They're different banks, so there's no problem with keeping your Amex HH (presumably the no-AF one, since the Surpass would have given you Gold already) and getting the Citi HH Reserve Visa too.
Or if you don't want two cards, upgrade your no-AF Amex HH to the Surpass, and for a slightly lower AF than the Reserve, you'll get Gold (but no weekend free night certs).
