So those signs in hotel bedrooms that ask you to help save the environment by reusing your towels, are they really saying, "Please save us money by reusing your dirty towels and bedsheets"?

I realise that there is an environmental impact in laundering towels and bedsheets, but from a hotel's point of view, isn't the primary reason about the cost of laundering the towels and the environmental impact is a secondary issue?
