I haven't been in the card game that long, but the last time Freedom had the increased bonus was last June ('14) as far as I know. That's when I got mine, and I haven't seen the increase til this past June. I'm not sure about other Chase cards, but it seems like Freedom's increased bonus occurs once a year.
