Pretty sure the benefit isn't as exclusive as it sounds.
3 isn't standby. 3 has a confirmed reservation on the flight, and they will be given a seat assignment well before standby is processed.

I'm pretty sure 1 and 2 are on the same list, so 1 would have priority over 2.
