You're a winner! This is exactly the case. AT&T charges a certain amount for the SIM cards... buying them on Ebay can be significantly less than what AT&T charges. Then, you buy used phones or take trade-ins and can offer "free" phones when new customers sign up. So they get a used phone, you get the full commission and are only out the cost of the SIM and whatever you paid for the used phone (normally never more than $20)
