There are many, many places open for breakfast during Ramadan in Dubai - mostly they will be screened off, of course, but certainly open. Would recommend a quick Google to see what's open in the places you want to visit - I think you'll only really have time to go to one or possibly two major locations like Downtown, Marina or DIFC etc. etc.
