This is probably because GRU has a strict liquids check to enter the airport and for transit security, so all liquids in the terminal (over 100ml) are theoretically approved. cf. EZE, SCL, etc. where there is not a general liquids ban, so there is gate secondary for liquids-restricted destinations.

The HKG restriction really surprised me. I was planning on getting rid of my HK$ at the airport for a bottle of Scotch.
