i know if there is secondary customs security at the gate then you cannot buy duty free(couldn't even bring a newly purchased water bottle for the long plane ride!) - I remember AMS and a few middle east cities with this policy. BUT I just got back from GRU last week and you can buy in the terminal and put in carry on no problem - well no one told me anything since there is no secondary security.
