If an airline doesn't want to deal with the cost of rebooking misconnecting pasengers, I think the two main options are
(1) padded block times and short minimum connection times or
(2) short block times and long minimum connection times.

Either way, you get where you're going in more or less the same time... unless an airline chooses padded block times and long MCTs or short block time and short MCT, but I don't see this currently.
