Yup - when I activated my Amex (Israeli-issued) over the phone, the phone message said: "Please wait while we activate your card. Your card features a chip for use internationally. When paying overseas, you will need to insert the chip instead of swiping and you will be asked for your PIN instead of signing your receipt. If you've forgotten your PIN, you may re-issue one from the website, phone menu, or at ATMs. Your card is now activated."
