And I think a higher percentage of people read them then you may think. It worked in many other countries as well
And they could include warnings before activation too. Both online, over the phone, and at the ATM. That way no matter how they activate their card they'll be told that they must remember their PIN for all purchases. And have them click agree or say "yes" to agree before activating their card.
