While I'm sure it varies by country, I believe the vast majority have a pre-set value limit and transaction limit (which is decently high) before requiring coming online to "re-set"

You can make the same argument about other countries that went PIN. All banks need to do is sent out a letter/email about "your new and secure card with Chip and PIN" and it would say "to authorize a transaction, you will use a 4-digit PIN instead of signing to keep you even safer! And don't worry, in the case of fraud, you are 100% covered with our $0 liability program! Using a PIN is safe and easy and this new service is provided completely free"
