My personal best - from wheels hitting runway to being on a moving DLR train leaving the airport station - is nine minutes. Admittedly that was hand baggage / domestic. The DLR station is about a one minute walk from the baggage claim area, it's that close.
Even with immigration to negotiate and bags to collect, you should be on the DLR in 20/30 minutes after the wheels touch the runway.
