Having taken the points mentioned by everyone here, I decided to buy a ticket GMP-CJU-GMP. I went to the OZ website, where it starts by asking you for your country of residence.
(1) If I select "US", the website refuses to show me any domestic Korean route.
(2) If I select "Korea", the website will let me reserve a seat, but will not sell it to me without a Korean-issued credit card and Korean cellphone number.
(3) If I give up and try to buy the ticket through the US sales telephone number, the web fare is not available and the offered fare is about double. (And they apologetically acknowledged points 1 and 2.)
OK, now I think I have a fully legitimate gripe!
