I think this is one of those cases where practice is often different from policy.
If checking bags in at a remote station for an F flight, followed by a domestic Y, I'd be pretty amazed if the agent asked for more money for the 'extra' bag.
If the domestic were the first sector, then I'd expect them to ask for it.
That's a valid comment and explains my experience. I also should have checked the BA website where their policy is clearly articulated about mixed class bookings on separate tickets:
