It makes total sense. It is a lot easier to inconvenience passengers upon arrival and examine the sick passenger then it would be to track everyone down in the event of an infectious disease.
I had this experience last summer at ORD. Major pain in the butt -- if there is no reason to suspect that this person has been to areas where certain disease transmission may be likely, no need to hold everyone for an extra hour and a half +, IMO.
For me, it meant a missed connection at ORD onwards to ANC, a re-route on AS through SEA, missed connection there at 1250 am, 3 hour overnight in SEA, and then finally arriving in ANC about 2 hours before my onward journey, which was supposed to be a 14 hour stopover.
