Sure, the 2% credit card surcharge is superior if my only choices are USD and NOK on Norwegian's site. I would just prefer to not have to pay 2% if there's a reliable OTA that charges 0%, as the fee negates the value of the points I'd earn on my credit card.

Yes. I've found their fares on ticket.se, Vayama and others. Pricing is very inconsistent (often even higher) between the various OTAs and Norwegian itself.
