Sorry But Only Paid Upgrade

This is a new one for me. I checked into the Amsterdam Marriott and was offered an upgrade to a "hospitality suite" but only if I paid 90 euros per night. No free upgrade even when I asked. I've been a Platinum for more than more than 25 years and never had this happen before. Previously either I've either gotten an upgrade or not but never have I been asked to pay for one.

I checked the Rewards T&C's and it says that upgrades are available to suites upon availability. Can someone tell me what if that means they were right to offer it but only if I paid an up charge?
