Not knowing your circumstances, I'd think seriously about other travel options to get you to another "spot", and pick up a rental car from there. Time to think out of the box, cause a one way from Bismarck at anything approaching a "reasonable" price, may make the prospect of reaching a peace deal with North Korea, look easy...
