And if that was the case then surely the OPs friend would have had an official invitation from CAMRA to visit rather than rely on just turnign up at what will be a busy event.
I'm thinking for example that when we had the Olympics and Commonwealth games in the UK there were a lot of volunteers from overseas but they had all been pre-selected and had proper invitations from the organising committees. It didn't / couldn't guarantee entry clearance but it would have helped.
I have a friend who is planning on going to the US for an international sporting event and will do some voluntary work for them (in return for a free ticket) BUT he is going through a proper process of application and will get an accreditation / invitation. He isn't going to wing it at the US border.
