No, it does not, and nobody said that it makes such claims. Try reading that quote again:

"Most seized savanna elephant tusks came from a region spanning parts of southeastern Tanzania and northern Mozambique"

A pretty clear and unambiguous sentence, really not all that hard at all to comprehend.

Regardless of what is happening to their elephants, Mozambique and Tanzania are just huge criminal enterprises masquerading as countries. Rotten, crooked and corrupt to the core. Anybody who wants to defend how these countries are run needs to have his head examined.
