It's the same inventory bucket for upgrades with miles and upgrades using GUCs/RUCs (or old SWUs). The question is how people are ordered on the upgrade list and I've never seen a clear statement of how upgrade requests are prioritized for international flights. Once a DM phone agent told me that it was just time of request. For all we know, this might be true as I've never found a statement to contradict it.
