What is 'Flight Expert' and how do you mean it says 'there is more than enough room'? BA does not offer POUG's just because the higher cabin still has available seats.
Your TA should be able to offer a fare difference upgrade including change fee. BA may offer you a POUG at OLCI for a TA ticket, but there is no guarantee this will be offered.
