What is a "D9" DVD from Asia?

I have a feeling it's just a bootleg VCD, but I was wondering if anyone knew for sure...

I was browsing half.com looking for DVDs, when I came across someone selling D9 DVDs. They are unreleased titles in the US, and are all selling for $9.99, so something's a little shady.

Here's his website if anyone's curious...

The fine print when you go to order says:
