Well, the 6 inquiries in 6 months is YMMV. It's documented in this thread and its predecessor threads that
some people can go beyond that, and other people can't. (Citi doesn't let on who has what limit; you can only find out "the hard way".)
So apparently 6 inquiries in 6 months applies to her but you've got a bigger limit on inquiries for whatever reason.
