(As an EP/CK for 14 years, I am totally ignorant on these charges. Paying $150 plus miles for a domestic upgrade seems so....I dunno, unfair, outrageous, not worth it, a rip off...)
They will (should) not. If the request was made more than 21 days out, you will not be charged the expedite fee regardless of when it actually clears.
