This has zippo to do with unions and simply represents "know nothings" spouting. Agents are assigned to gates to service customers for a given flight.
The same people kvetching here that the agent at the other guy's gate wouldn't help at their gate would be kvetching if the EWR agent left his gate to help out and they needed help.
There's a reason for some of these things.
Whatever the reason, when you have one overwhelmed GA at one gate and multiple GA's at another gate appearing to be not very busy, it looks bad and prompts the obvious question - "just where are management's priorities?"
