In the past I had a somewhat similar issue with change fees. That differed on the ticket and the actual fare rules. When arguing on the phone based upon what's on the ticket, they would end up "making an exception for me because of my SE status."
Remember, they still think they are above the law, like Bell Canada. They still seem to act as if they belonged in the same club as the CRA.
I thought the fare rules are on the ticket? And if the rules and ticket contradict each other (especially in the same pdf) maybe you should complain to the CTA, that's ridiculous.
