OP should just go off his ticket. And again, in my experience, with 7 days between domestic trips in a similar Africa-N America routing (booked on UA, where the ticket specified "bag1: complimentary, bag2: complimentary") I got 2 free bags.....from the kiosk (ie without having to make a point to anyone). This included the yyciah leg on ac which was on a tango fare.
Airline bag rules are not that difficult or convoluted.
The ticket info was also right for me recently although I guess aircanada.com IT made it more complicated.
Had an open jaw, some Tango fare, YQB-YYZ-IST / ATH-LHR-YUL-YQB. All legs on AC except ATH-LHR (A3 with AC codeshare). Before the trip, online itinerary on aircanada.com specified the same as OP (2 free bags -- YYZ-IST Tango rules). When I went back online 24hrs before the return flight, my online itinerary on aircanada.com said 1 free checked bag only, xx euros extra for second bag (Europe-Canada Tango rules). Looks like the info that's there is generated from the route and isn't based off what the ticket says.
Pretty A3 girl at ATH counter checked my second bag for free and said 'yeah that's what your ticket says'.
