I would also argue on the point of authority as someone with the authority to refund or change bookings and have the discretion to waive fees thus amending the contract with the company could be deemed to have implied authority.
Exactly right, you cant expect the customer to know who amongst the BA staff has the right to offer compensation and who doesn't.
If I am offered something by a member of an organisation I would expect that to be binding. I don't see it as a defence to say they were not authorised.
