This probably doesn't matter for MAN where connections are very limited, but it would be a huge issue at LHR.

Conversely, LHR serves so many destinations in the USA that there are probably a lower proportion of passengers making onward connections in the USA, thus negating one of the advantages of Pre-Clearance.
MAN is mostly O&D, plus a lot of tourist flights out to Florida. Connections are very limited and its not like DUB which is a hub with a national carrier.

LHR is just too big and relies on 36% of its traffic connecting. LGW on the other hand could be a good idea as its largely O&D with many tourist flights to Florida, plus Norwegian offering flights to New York and California.
