Can anyone verify that those rules will be "upheld" during check in - especially on AC1151 between YYZ-YYC?

I can't verify this personally but you seem to have evidence right in front of you (and us) that does.
How is this weird? This is the published baggage policy for international flights between canada and africa.

The PDF is your ticket and the contract between you and the airline. If they try charging, escalate and if no love or no time, just pay it then back-charge it with your credit card because after all, your ticket (the contract between you and the airline) says 2 free bags yyz-yyc. You're good.

Oh and I did a similar multi city routing cptmuciah iahyyc yyciah iahmuccpt and the iahyyc and yyciah (low y) allowed me to check in 2 bags free via the kiosks.
