A person who has access to the room (housekeeping) has an accomplice with access to the master key/pin (security/IT)

It's that easy, to do once. Guest complains hotel probably assumes guest is trying to scam hotel. Maybe the thief takes $20 out of a few hundred. Guest doesn't even notice missing money. Guest report doesn't sound credible. I had $510 in the safe and $20 is missing. Multiple guests start making reports the hotel notices the same housekeeper was in the room around the time of the thefts. That's how the housekeeper working for Disney got caught..
