Yes, you can use any oneworld partner such as CX which price at the 'peak' rate. So return LHR-HKG in business with CX is 180k avios so without a bonus from MR->BAEC you don't have enough for one ticket.
Amex MR's I assume, which transfer to BAEC 1:1 normally. But I agree, not enough through BAEC to get two people to the Far East in J/F.
