The Y+ fares online are only saver fares. You might have to go through a TA to find a flexible Y+ fare which would then give you miles.. But either way, it's not worth bothering about for 1,400mi..
The problem with UA is they divided NZ earning by routes (long haul, short haul, and domestic). At the time NZ did not offer PE service on Tasman/Island routes so UA did not list them. NZ since had added PE to PER but probably they didn't bother updating between them for just 1 route. Let's hope there will be an update when NZ roll out PE across all short haul widebody routes in October.
For most other Star programmes this is not an issue because most don't list eligible classes by routes. That means NZ do give credits to partners for these flights. I don't know whether internally UA had set that up the same way in which case in reality PE would be accruable despite what the earning charts say.
