Why the need to scan twice? BA already has the passport number on its record so the two systems should be tied and board you automatically.

That would close the loophole of someone being able to board with someone else's boarding pass (Smith/Jon passport AB123456 wapping with Smith/Jonathan passport XY654321), something that can be orchestrated in advanced with lots of planning and willingness to do so.
