Sounds like BS to me. Once you do an online transaction with the chip, it should now have the new PIN programmed. AFAIK, the PIN isn't country-specific.
I used a terminal in Wal-Mart that you insert the card into and leave it there until the register transaction is completed. But I assume that's what you meant. Yeah, I didn't think the PIN was country-specific either, but you should have heard this guy!
